International Restrictions:

*Entry to Rwanda: The Government of Rwanda has published guidance for passengers arriving into and departing from Rwanda. This is mandatory for all incoming passengers, including those who have received the COVID-19 vaccine.

Arriving passengers at Kigali International airport must present a negative COVID-19 PCR test taken within 72 hours prior to first departure. Negative test certificates must include the term ‘PCR’. COVID-19 testing is not mandatory for accompanied children under 5 years. All passengers must complete the passenger locator form and upload the COVID-19 test certificate before heading to the airport. You should arrange to take a private test.

All passengers will be screened upon entry. If you are entering Rwanda you will need to take a PCR test on arrival. The testing costs 60 US dollars. You must wait 24 hours for the results in a designated transit hotel and respect all COVID-19 prevention measures. Test results can be checked on the Rwanda Biomedical Centre website. If your test result is positive, even if asymptomatic, while in Rwanda, you will be treated in line with Rwanda’s COVID-19 management guidelines until you have fully recovered, at your own cost.

If you are transiting Rwanda you may or may not need to take a test, depending on the length and type of transit. You should follow the Rwandan Government’s guidance for arriving into and departing from Rwanda and comply with health guidelines.

All passengers arriving from India are required to complete 7 days in mandatory quarantine upon arrival at a designated hotel at their own cost.

Land borders remain closed, except to returning Rwandan citizens and legal residents.

*Screening on arrival: Screening procedures are in place for coronavirus at all entry points.

*Testing on departure: Departing passengers must present a negative PCR test before departure, taken within 72 hours before departure. All departing passengers are required to wait 48 hours for the results of their COVID-19 test from the time of sample collection. You should follow the Rwandan Government’s guidance for arriving into and departing from Rwanda.

Internal Restrictions:

*Travel in Rwanda: For details on current measures, including local movement restrictions, read the latest cabinet communique published on the website of the Prime Minister’s office. The Prime Minister’s office publishes communiques on their website, normally every two weeks.

From 6 to 31 May, the following measures will be in place across Rwanda:

• Movements are prohibited between 10pm - 4am

• Movements between Kigali and other provinces and between districts of the country will continue

• Movements remain prohibited between 7pm to 4am in the Southern province districts of Ruhango, Nyanza, Huye, Gisagara, Nyaruguru and Nyamagabe

All tourists are required to take a PCR test 72 hours prior to visiting Rwanda’s national parks, apart from Akagera National Park, at their own cost. Tests can be booked by appointment via reservations@rdb.rwor +250 (0)788313800. Tourists visiting Akagera National Park and other tourist destinations are required to take a rapid antigen test, which are available at numerous walk-in clinics in Kigali for RWF 10,000. Tourists without a negative test result will not be admitted to the national parks.

*Accommodation: Accommodation is open and available for bookings.

*Public places and services: Health measures must be complied with, including physical distancing, wearing of face masks and hand hygiene. Penalties will be applied for non-compliance.

You should check the latest cabinet communique published on the website of the Prime Minister’s office for more details on measures in place.

From 6 to 31 May, the following measures will be in place across Rwanda:

• Physical meetings will continue not exceeding 30% of venue capacity. COVID – 19 testing is required for meetings of more than 20 people

• Public offices will continue with essential staff at no more than 30% capacity while other employees continue working from home on a rotational basis

• Private businesses will continue with essential staff at no more than 50% capacity while other employees continue working from home on a rotational basis. Markets and malls will continue for essential vendors and must not exceed 50% of registered traders.

• All businesses must close by 9pm

• All schools (public and private), including universities, shall resume

• Public transport (buses) should not exceed 75% capacity. Bus operators will ensure passengers maintain social distancing and only passengers with masks will be allowed on board.

• Motos and bicycles are permitted to carry passengers and must observe strict hygiene.

• Restaurants and cafés shall operate at a 50% occupancy limit and shall receive clients until 9pm

• All bars will remain closed

• Places of worship adhering to health guidelines will continue to function at 50% maximum occupancy

• Tourism activity will continue in strict adherence with COVID – 19 health guidelines. This includes hotels, tour operators and transport services facilitating guests. Tourists and service providers shall inform the Rwanda Development Board (RDB) of itineraries

• Individual and non-contact outdoor sports activities are permitted. The Ministry of Sports will provide detailed guidelines

• Gyms will be allowed to resume activities on a gradual basis. A detailed reopening schedule will be communicated after readiness assessment, conducted by the Ministry of Sports.

• Individual and non-contact outdoor sports activities are permitted. • All swimming pools and spas are closed except for those at hotels hosting tested guests

• Attendance at a wake/vigil (Ikiriyo) should not exceed 10 persons at any one time. Funeral gatherings should not exceed 30 persons

• Civil and religious weddings should not exceed 30 persons and must comply with all COVID-19 preventive measures. Receptions are not permitted.

• Gaming activities remain prohibited
