At morbidity levels of 500-750/100;000 ppl.; only 50% of students can be at the class; while the rest are online. In case of morbidity at 250-500/100;000 ppl.; if absent students are >20%; or at least 30% of students are quarantined; education is also organized as 50% of children class and the other 50% online. ; 08/11/2021 Students can return to face-to-face training in municipalities where the 14-day morbidity is >500/100;000 ppl. In municipalities where the 14-day morbidity is 250-500/100;000 ppl.; school authorities can choose between two options: 1) 100% of students in class in a safe environment with testing; 2)50% of students in class without testing. The face to face lessons are ceased for regions with incidence rate (for 14 days) above 119;9 per 100 000 population and 15% absence of those who conduct face to face education due to occurrence of COVID 19 symptoms (for the period 4-11.11.2020). The decision on switching to distance learning should be taken by the minister of education and science. Restrictive measures mandatory between 13 March 2020 to 30 November 2020

Bulgaria introduces new restrictions: suspension of classroom learning in high schools and universities, switching to distance learning, as well as extracurricular activities for pupils and students. Schools in districts in the red zone (Covid-19 infections above 120 cases per 100 000 people) and orange zone (Covid-19 infections in the range between 60 and 120 cases per 100 000 people) can ask to switch to distance learning. Most of the regions in Bulgaria passed into the orange (14 districts) and the red (6 districts - Targovishte, Gabrovo, Shumen, Sofia-city, Blagoevgrad, Sliven). Are introduced the following temporary anti - epidemic measures on the territory of Republic of Bulgaria, as of 01.10.2020 to 30.11.2020: 1. Attended classes in the institutions of the preschool system and school education is conducted in accordance with those prepared by the Ministry of Education and Science and the Ministry of Health Guidelines for the operation of the system of preschool and school education in the school year 2020-2021 in the conditions of COVID-19, published on the website of the Ministry of Education and science. 2. The present realization of the activities in the higher schools is carried out according to the requirements of the respective higher school in compliance with the ones introduced by Order № RD-01-548 of 30.09.2020 of the Minister of Health anti-epidemic measures, if possible, the training process is conducted remotely in an electronic environment by using the means of information and communication technologies. 3. Language centers, educational centers, entertainment, organized by legal entities and individuals provide their services in an electronic environment, and at impossibility in providing a physical distance between the persons of 1.5 meters, at the conditions of item 12 and in accordance with the instructions under item II. 4. The centers for support of personal development resume their activities in in accordance with those prepared by the Ministry of Education and Science and the Ministry of Health Guidelines for the Work of Personal Development Support Centers (CPDs) in the school year 2020-2021 in the conditions of COVID-19, published on the Internet the page of the Ministry of Education and Science. Schools in Bulgaria opened for the 2020/21 school year on September 15, the country’s traditional date Bulgaria’s Education Minister Krassimir Vulchev said on August 27 that the 2020/21 school year is set to begin with pupils back in classrooms, but with protocols in place to limit the risks of coronavirus infections and increased preparedness to switch to distance learning alternatives. Vulchev said that the plans were not final and changes in the Covid-19 situation could prompt the ministry to amend its approach. The school year in Bulgaria is set to start on its traditional date, September 15. At a news conference on the night of May 13, as the final hours of the State of Emergency to counter Covid-19 ticked by, Health Minister Kiril Ananiev said that the Cabinet had agreed to declaring an epidemic situation in Bulgaria up to June 14. But until further notice, school buildings – schools have gone over to distance learning – will remain closed. Nationwide state of emergency extended until May 13. Should schools in Bulgaria reopen on April 13, this would be just a few days before the four-day public holiday from April 17 to 20 for the Eastern Orthodox Christian Easter.
