Vaccination requirements

  • Definition of Fully Vaccinated: Vaccination is not required for travel but if you are fully vaccinated you may face less travel restrictions. Passengers are considered fully vaccinated against Covid-19 if at least 7 days have passed since they received the second dose of the Pfizer-BioNTech (Comirnaty) vaccine, or at least 14 days have passed since the second dose of the AstraZeneca or Moderna vaccine or the first dose of the Johnson and Johnson vaccine.

  • Vaccine certificates are valid for 9 months after a full course of the vaccine, or for 12 months after a booster dose. The validity of a vaccine certificate for minors is 15 months.

Form requirements

  • Passengers who are subject to quarantine requirements on arrival in Estonia must submit a completed Traveller's Questionnaire within 3 days prior to arrival. The form must be completed electronically, but may be submitted on paper if necessary.

Quarantine requirements

  • Unvaccinated passengers: 7 days on arrival. Passengers may end quarantine sooner if they take a Covid-19 test at their own cost.
  • Vaccinated passengers: Quarantine is not required for passengers who have been fully vaccinated against Covid-19 in the past year, provided they hold a vaccine passport, a relevant vaccination certificate, or a printout from another country's database that has been officially validated and issued in Estonian, English, or Russian. The vaccine document must contain all relevant information, including the date of vaccination and name of the vaccine, the dosage administered (and total number of doses), and details of the certificate issuer.
  • Other exempt passengers (provided they have no symptoms of Covid-19):
    • Passengers travelling from the EU or Schengen area, or Andorra, Monaco, San Marino, Switzerland, the United Kingdom, or the Vatican.
    • Passengers who have had Covid-19 in the past 6 months holding a recovery certificate and who have been declared healthy by a doctor;
    • Passengers travelling between Latvia and Estonia at least twice a week for work or study, provided holding a negative Covid-19 test obtained within the past 7 days, or they have recovered from Covid-19 in the past 6 months or they have completed a Covid-19 vaccination programme;
    • Passengers who live in the territories or Valga in Estonia or Valka in Latvia who cross the border, provided they do not leave either of these territories;
    • Passengers involved in the transportation of goods; Staff of diplomatic or consular offices, including their family members;
    • Passengers travelling for international military cooperation; Passengers providing healthcare or other emergency services;
    • Passengers travelling for the maintenance or repair of information and communication technology equipment of an business operating in Estonia;
    • Passengers in transit;
    • Passengers who have obtained special permission;
    • Passengers aged 12 years and younger travelling with a Covid-19 vaccinated or recovered legal representative or accompanied by an authorised person who does not need to quarantine;
    • Passengers aged between 12 and 18 years who are not vaccinated travelling with a Covid-19 vaccinated or recovered legal representative or accompanied by an authorised person who does not need to quarantine, provided holding a negative Covid-19 test obtained prior to arrival or immediately after arrival. These passengers must remain at their place of residence or permanent place of stay until a negative result is received;
    • Passengers travelling to work, study, visit family or holding a special permit who are not fully vaccinated, provided holding a negative PCR test obtained 72 hours prior to arrival or a negative rapid antigen test obtained 48 hours prior to arrival.
