When infection becomes widespread in society persons at risk of severe COVID_19 infection should remain at home and have direct contact with as few people as possible. Regular health checks should be postponed until after the epidemic. The use of public transport is not recommended. Going to work or school is not recommended. Attending gatherings is not recommended. Should not fetch resources from places that many people use. Dwelling in shared spaces in multi-apartment buildings is not recommended. Guests should not be welcomed into the home of sensitive persons for the duration of the epidemic and sensitive persons should not attend home gatherings in other homes. Particularly; the elderly should limit contact with young children. The guidelines below are intended for: the elderly (the older the person is; the greater the reason to keep the following in mind). Persons with cardiovascular diseases/high blood pressure; diabetes; chronic obstructive pulmonary disease; chronic kidney failure and cancer irrespective of age (including pregnant women and children to which this applies).

A stricter regime of measures against the COVID-19 pandemic takes effect throughout Iceland as from midnight Wednesday 24 March 2021. Most gatherings will be limited to 10 people; not counting children born in or after 2015. The new rules will remain in force for 3 weeks. Religious and life-stance associations may hold functions with up to 30 guests. Restaurants may stay open until 10 p.m.; with a maximum of 20 guests in each separate area. New regulations setting out stricter measures to combat the spread of COVID-19 have been approved by the Minister of Health and took effect at midnight on 4 October 2020. February 2021: The maximum number of people allowed cultural; religious and sports settings; as well as shops will be 200. From 24 March: Religious and life-stance associations may hold functions with up to 30 guests. Guests’ names; ID numbers and telephone numbers must be recorded; but they are not required to sit in numbered seats. Guests are obliged to wear face-masks and the 2-m distancing rule shall be observed. The maximum number permitted in receptions after funerals; confirmations and similar ceremonies is restricted to 10 persons. From 15 April; the maximum number of people taking part in the activities of religious and philosophical organisations will continue to be 30; however; 100 persons will be permitted at funerals. From 25 May; events with seated audiences: The maximum number of persons in each restricted area at such events is now raised from 150 to 300. The face-mask requirement applies at these events. From June 15 there are no distance requirement for sit-down events. The requirement to wear a face mask will remain in force and likewise the rule of having no more than 300 persons in each disease prevention compartment. “Sit-down events” means theatre shows; sports events; activities of religious and philosophical organisations; conferences and similar events.
From 15 April; sports; swimming and health centre activities will resume; with restrictions; as will stage art activities; and the ski areas can reopen. More specifically; Public swimming pools; health centres and gyms are permitted to admit 50% of the permitted maximum number of guests; subject to the other conditions. Sports training and competitions are permitted for both children and adults; both with and without physical contact; but without audiences. The maximum number of adults will be 50. From 10 May; gyms will be open for 75 % of their permitted maximum number of guests; but with no more than 50 persons in each separate space. Other conditions will remain unchanged. From 25 May fitness centres may admit the full number of guests for which they are licensed instead of the 75% rule applying hitherto; however; this shall be done in such a way that not more than 150 guests occupy each separate area at a time.
A stricter regime of measures against the COVID-19 pandemic takes effect throughout Iceland as from midnight Wednesday 24 March 2021. Most gatherings will be limited to 10 people; not counting children born in or after 2015. The new rules will remain in force for 3 weeks. Religious and life-stance associations may hold functions with up to 30 guests. Restaurants may stay open until 10 p.m.; with a maximum of 20 guests in each separate area. Shops may admit 5 persons for every 10 m2 of their floor area; to a maximum of 50 persons. Up to 20 members of staff may be present in the same area as customers. From 15 April the gathering restrictions will go from 10 to 20 persons.
5 October 2020 it was announced that shops with premises smaller than 1;000 m2 may admit up to 100 persons into the same space at any one time and one additional customer for every additional 10 m2 of floor space over 1;000 m2; though never more than 200 people in total. In February 2021; restrictions were eased and shops could allow a maximum number of 200 customers. 13 April it was stated that all shops will be permitted to receive 5 customers per every 10 m2; however no more than 100 persons at a time; in addition to 20 employees in the same space as the customers. From 25 May restrictions for shops were further eased. Where there is currently a limit of 200 customers; no such maximum shall apply. However; the rule on the number of customers relative to the floor area of the shop shall remain in force.
From 15 April; sports; swimming and health centre activities will resume; with restrictions; as will stage art activities; and the ski areas can reopen. More specifically; Public swimming pools; health centres and gyms are permitted to admit 50% of the permitted maximum number of guests; subject to the other conditions. Ski areas are permitted to admit 50% of the maximum capacity of each area. Stage arts; including choir activities; are permitted with up to 50 persons together on stage and an audience of 100 seated persons in each compartment; subject to the other conditions. Clubs; bars; amusement arcades and slot machines are permitted to open; subject to the same restrictions as restaurants serving alcohol. From 10 May; swimming pools and spas; ski areas; camp-sites and museums will be open for 75 % of their permitted maximum number of guests. Children born in 2015 and after are not counted into that number. Further; the maximum number of participants for stage art events will be 75 instead of the previous 50 in each compartment/on stage. From 25 May swimming pools; bathing facilities; camp sites; skiing facilities; galleries and museums may admit the full number of guests for which they are licensed instead of the 75% rule applying hitherto.
In places where the 2-meter rule cannot be respected masks should be used; such as on domestic flights and ferries; in hair salons; massage parlours and other personal services establishments. Face masks should also be used when using public transportation. On December 22 new regulations were announced that require face-mask use also in educational facilities when a 2m distance cannot be maintained. On October 5th it was announced that the social distance requirement remains 1 metre; where it is not possible to maintain this; the use of face-masks is obligatory. On 13th November it was announced that exemptions from face-mask requirements are permitted in the case of persons who are unable to use them; for example due to health reasons or because they lack the maturity or understanding required to wear masks. Persons who have had COVID-19 are also exempt from the face-mask requirement if they are able to demonstrate this by means of a valid medical certificate.
General restrictions on gatherings will be expanded from 20 to 50. Children born in 2015 and after will continue to be exempt.
From May 4th the ban on visits to nursing homes and long-term care facilities will start to be lifted gradually; but there will remain restrictions with regard to the number of visitors at each time. Nursing homes; other health care institutions; and other similar agencies are required to set rules for their activities; e.g. regarding external visits to care homes and other institutions. A 100-person limit of larger gatherings still applies.
When infection becomes widespread in society persons at risk of severe COVID_19 infection should remain at home and have direct contact with as few people as possible. Regular health checks should be postponed until after the epidemic. The use of public transport is not recommended. Going to work or school is not recommended. Attending gatherings is not recommended. Should not fetch resources from places that many people use. Dwelling in shared spaces in multi-apartment buildings is not recommended. Guests should not be welcomed into the home of sensitive persons for the duration of the epidemic and sensitive persons should not attend home gatherings in other homes. Particularly; the elderly should limit contact with young children. The guidelines below are intended for: the elderly (the older the person is; the greater the reason to keep the following in mind). Persons with cardiovascular diseases/high blood pressure; diabetes; chronic obstructive pulmonary disease; chronic kidney failure and cancer irrespective of age (including pregnant women and children to which this applies).

Since March 24; stage performances and comparable activities and functions; such as cinema showings; are not permitted. Night clubs; bars; gaming establishments and gambling machines are closed.
Since 24 March swimming pools and bathing establishments are closed. Fitness and body-building centres are closed. Sports; indoor or outdoor; involving children or adults; which require participants to be closer than 2 m apart; or in which there is a danger of transmission of the virus by touch resulting from the use of shared equipment; are not permitted.
On 23 February it was announced that from the 24th the general limit on gatherings will be raised from 20 to 50; with ongoing emphasis on distancing and other personal precautions.
From 24th February the maximum number of people allowed at cultural; religious and sports settings; as well as shops will be 200 people. From 18th March; no mixing of persons between restricted areas is allowed at events; such as ceremonies held by religious or life-stance associations; stage performances and other cultural or sporting events; conferences; lectures and comparable events. Before and after the event; the organisers shall ensure that not more than 50 people occupy the same area; observing the 2-metre distancing rule; where this is not possible; face-masks shall be worn.
Sports and fitness activities: Subject to certain conditions; sports and fitness activities may be organised and pursued providing that these are structured group sessions in which all participants are registered; the maximum size of each group being 20 persons. In these cases; the 2-metre social distance rule shall be observed; participants may not exchange equipment during the session and all equipment shall be disinfected between sessions. Shared use of equipment that is fixed to the floor; ceiling or wall; or of large items of equipment (e.g. in fitness and body-building centres) is prohibited. As of January 13th; sports practices; for children and adults; will be permitted; both indoors and outdoors; whether or not they involve physical contact. Not more than 50 persons may occupy each separate area. In addition; health and fitness centres will be permitted to operate; subject to strict conditions. The maximum number of guests will be half of that specified in the operating licence; in cases where no number is specified in the operating licence; it will be half of the number for which the changing facilities are designed. Only organised group sessions may be held; in which the maximum number in each group will be 20 and the names of all guests will be recorded. On February 5th; the Minister of Health has approved proposals from the Chief Epidemiologist regarding cautions relaxations to the restrictions on gathering sizes as from 8 February. The general limit of gatherings will remain 20 people; but with more exceptions than have been allowed up to now. Fitness centres will be permitted to open their changing facilities again; and guests will be able to use their exercise equipment; subject to certain restrictions. On February 23rd; capacity restrictions at public swimming pools and gyms have been loosened.
Stage performances; cinema showings and other cultural events will be permitted with up to 30 persons on stage; this applies to both rehearsals and performances. Up to 50 audience members may be admitted; they shall be seated; and must use face-masks; up to 100 children born in or after 2005 may be admitted. Swimming pools and bathing facilities: These may be opened to up to 50% of the maximum number of guests permitted under their operating licences. As of January 13th up to 50 persons will be permitted on stage; both at rehearsals and at performances. Face-masks shall be worn where possible and the 2-metre social distancing rule shall be observed to the extent possible. Audiences of up to 100 adults and 100 children born in or after 2005 may be admitted; they shall be seated in numbered seats with their names recorded; and adults shall wear face-masks. On February 5th; the Minister of Health has approved proposals from the Chief Epidemiologist regarding cautions relaxations to the restrictions on gathering sizes as from 8 February. The general limit of gatherings will remain 20 people; but with more exceptions than have been allowed up to now. Night-clubs; gaming establishments and slot-machines can open again; subject to certain conditions. Audience numbers attending stage performances will rise from 100 to 150; and religious and life-stance associations will be permitted to hold ceremonies; including funerals; attended by a maximum of 150 guests. The maximum number of customers permitted in shops will be 150; taking account of the floor area; the same will apply to visitors to museums and galleries. From 18 March; at all events; such as ceremonies held by religious or life-stance associations; stage performances and other cultural or sporting events; conferences; lectures and comparable events; guests shall sit in numbered seats and each guest’s name; ID number and telephone number shall be recorded.
The size of gatherings is now restricted to 20 persons with certain exceptions e.g. the functioning of the parliament; court of justice; response teams (such as police or fire brigades); maximum number of people attending a funeral is 50 people. On October 20th new regulations have taken effect laying down restrictions on the size of gatherings and certain school activities in response to the COVID-19 pandemic. E.g. At events: A maximum of 20 persons may occupy each separate area; sitting in numbered seats allocated to them by name.
New regulations setting out stricter measures to combat the spread of COVID-19 have been approved by the Minister of Health and took effect at midnight on 4 October 2020. With certain exceptions; the size of gatherings is now restricted to 20 persons. From October 31: as a general rule; gatherings are restricted in size to 10 persons. - Up to 30 persons may attend funeral services; but no more than 10 in the receptions following them. - Not more than 50 persons at a time are permitted inside pharmacies and food shops; arrangements for larger numbers apply in some cases; depending on the size of the premises. - These restriction figures do not apply to public transport; coaches; domestic flights or emergency response workers in the course of their work. - These number restrictions do not apply to the functions of the cabinet; the Council of State; the Althingi and the courts. The 10-person restriction on gatherings does not apply to larger numbers of persons living in the same household. The Minister of Health has decided on changes to the preventive measures against the COVID-19 pandemic; taking effect on 10 December 2020. However; with certain exceptions; size restrictions of a maximum of 10 persons continues to apply. As of January 13; gatherings will be restricted to a maximum of 20 persons. The Minister of Health has approved a proposal by the Chief Epidemiologist to close bars and night-clubs in Reykjavík and adjacent municipalities for four days; from 18 to 21 September 2020 in an effort to combat the upsurge of COVID-19 infections. On 21st September it was announced that this ban was extended until the 27th September.
The Minister of Health has accepted the recommendations of the Chief Epidemiologist for stricter limits on the size of gatherings in the metropolitan area. These include: - Social distance of 2 metres - Activities and services that call for physical contact; or involve the risk of contact between persons; or close physical proximity; are prohibited. This applies; for example; to hairdressers’ salons; beauty parlours; massage parlours; tattoo parlours and other comparable activities - Closure of swimming pools and bathing establishments
From 31 October 2020; sporting activities are not permitted; swimming pools are closed and stage performances are not permitted.

The Minister of Health has approved proposals regarding tighter measures to combat the Covid-19 pandemic, which took effect on 31 October 2020 until 17 November (including that date); they will be reviewed in the light of developments with a view to whether it will be possible to relax them earlier or necessary to extend the period for a longer period. The same rules will apply throughout Iceland. - Not more than 50 persons at a time are permitted inside pharmacies and food shops; arrangements for larger numbers apply in some cases, depending on the size of the premises. - Sporting activities are not permitted. - Swimming pools are closed. - Stage performances are not permitted. - Bars and night-clubs are closed. - Restaurants with alcoholic beverage licences may not remain open after 9 p.m. (21.00). UPDATE 7 October: the Minister of Health has accepted the recommendations of the Chief Epidemiologist for stricter limits on the size of gatherings in the metropolitan area. These take effect on 7 October 2020. The restrictions announced on 5 October remain unchanged in other parts of the country. The restrictions announced here will remain in force until 19 October. The metropolitan area includes: Reykjavík, Seltjarnarnesbær, Mosfellsbær, Kjósarhreppur, Hafnarfjarðarkaupstaður, Garðabær and Kópavogur. The following stricter restrictions were decided for metropolitan areas: - Services requiring physical contact or close proximity: Activities and services that call for physical contact, or involve the risk of contact between persons, or close physical proximity, are prohibited. This applies, for example, to hairdressers’ salons, beauty parlours, massage parlours, tattoo parlours and other comparable activities. These restrictions do not apply regarding health service workers when giving their services; however, they are required to use face-masks when doing so. - Shops: Where it is not possible to ensure a social distance of 2 metres between persons who are not closely related or connected, the use of face-masks in shops is obligatory. - Swimming pools and bathing establishments: Swimming pools and bathing establishments are closed. - Indoor sports and physical fitness activities are prohibited. Fitness training, body-building, sports and comparable activities that involve physical contact or the risk of physical contact, or close proximity, or where the shared use of equipment could entail a risk of infection, may not be pursued indoors. - Outdoor sports: Outdoor sporting activities are permitted, but spectators at outdoor sporting events must be divided into separate groups of not more than 20 persons. They must wear face-masks and sit in numbered seats. - Performing arts: Audiences at performances in venues such as theatres, cinemas, concerts, etc., may not consist of more than 20 persons. They must wear face-masks and sit in numbered seats. - Restaurants: Restaurants that are permitted to open (NB bars and night-clubs are to be closed) may not remain open after 9 p.m. (21.00). UPDATE October: the Minister of Health has approved a proposal from the Chief Epidemiologist obliging all premises with alcoholic beverage licences to provide seats for all guests, and guests normally to be seated as is the case in restaurants and cafes. A regulation setting this out took effect on Monday, 28 September 2020; as of the same date, the temporary closure of bars and night-clubs in the metropolitan area were lifted, though with the condition that such enterprises observe the seating requirement. In accordance with the Chief Epidemiologist’s recommendations, the other restrictions on gatherings have been extended without amendment for the next three weeks, until and including 18 October. UPDATE September: Temporary closure of bars and night-clubs in metropolitan area. The Minister of Health has approved a proposal by the Chief Epidemiologist to close bars and night-clubs in Reykjavík and adjacent municipalities for four days, from 18 to 21 September 2020 in an effort to combat the upsurge of COVID-19 infections. On the 21 September, this measure was extended until 27 September. As previously, the closure affects bars and night-clubs in Reykjavík, Mosfellsbær, Hafnarfjörður, Garðabær, Kópavogur, Kjósarhreppur and Seltjarnarnes. UPDATE August: all businesses and establishments open to the public must (i) ensure access to hand sanitizers for the general public and employees at the entrance and in the vicinity of surfaces that are frequently touched, e.g. touch screens and checkout counters (ii) ensure that frequently touched surfaces are regularly cleaned and disinfected (iii) remind the public and employees of individual protection with markers and signs. Swimming pools and restaurants must ensure social distancing of 2 meters between guests and a number limit of guests in accordance with the size of each space. Activities that by their nature involve guests using common equipment, e.g. sports activities, fitness centers, slots and arcades shall disinfect such equipment between users or close close temporarily if that is not possible. Museums, entertainment venues and other public places must ensure social distancing of 2 meters and comply with number limits or close temporarily if that is not possible. The opening hours of nightclubs and bars will continue until 23:00. UPDATE July: the new restrictions reimpose a 100-person limit of larger gatherings and reinstate the 2-meter social distancing rule. This applies to all businesses, workplaces, and public establishments. Where the 2-meter rule cannot be respected masks should be used, such as on domestic flights and ferries, in hair salons, massage parlours and other personal service establishments. All businesses and establishments open to the public must provide hand sanitizers, regularly clean, and disinfect the premises and equipment. Museums, clubs, and other establishments open to the public, where the 2-meter rule cannot be maintained, should temporarily halt their operations. Bars and restaurants must close by 11 PM as before.

UPDATE October: there is a 20-person limit on the number of adults in a gathering, both in private and public areas. This applies to: conferences, symposiums, outdoor meeting, etc.; teaching lectures and exams; entertainment, such as concerts, cultural events, theatrical plays, cinema shows, sports competitions and private events; church services, such as wedding, confirmations and other religious events; other comparable events with more than 20 individuals. Limits to the number of people, general social distancing and the obligation to wear a mask do not apply to children born 2005 or later. No more than 20 persons may be in the same area at the same time in all workplaces and all commercial operations. There should be no contact (mixing) between areas. Shops that are larger than 1,000 m2 may have up to 100 persons inside at anytime provided that the 1-metre social distancing rule can be held. Those shops that are larger than 1,000 square metres (m2) in size may allow one additional customer inside for each 10 m2 over and above 1,000 m2.The maximum number of customers, however, is always 200. Up to 50 persons may attend funerals. Restrictions on the number of people do not apply to public transport, coach travel, domestic flights, passenger ferries and the work of response units such as the police, fire-fighters, Civil Protection assistants and healthcare workers. In addition, the provision does not apply to the work of the Alþingi (Parliament)and when the courts exercise their judicial powers. UPDATE September: the ‘social distancing’ rule was relaxed from 2 metres to 1 metre and the maximum size of gatherings increased from 100 to 200 people on Monday, 7 September 2020. UPDATE August: 100-person limit of larger gatherings. Children born 2005 or later are not included in this number. The ban does not apply to international airports, international harbours, aircraft, or ships. It is recommended that aggressive hygiene measures be taken and that operators take every possible precaution so as to reduce the potential for infection. The opening hours of nightclubs and bars will continue until 23:00. On October 5th it was announced that fitness centres; bars; night-clubs and gaming establishments are closed. The number of guests in swimming pools may not exceed 50% of the maximum permitted in their operating licences. As of October 20th no spectators are permitted at sporting events; either indoors or out of doors.
Following two clusters of infections that have been identified; Iceland takes precautionary measures and reimposes a 100-person limit of larger gatherings and reinstate the 2-meter social distancing rule. This applies to all businesses; workplaces; and public establishments. The maximum size of gatherings will be increased from 100 to 200 people.
On March 6th guidelines were published to ban on visitations to residents and patients in nursing homes; long-term care facilities and hospitals. From May 4th the ban on visits to nursing homes and long-term care facilities will start to be lifted gradually; but there will remain restrictions with regard to the number of visitors at each time.
Gyms; bars; clubs; and slot machines remain closed but are set to reopen on May 25. Note: only those with capacity over 100 people. Opening hours for bars and restaurants will be extended to midnight (Announced July 23rd).

From 04/05/2020:Organized sports activities for preschool and elementary school children will be permitted outdoors with the following restrictions: No more than 50 people will be in a group. As far as possible; two meters should be kept; especially in older children. Other organized sports activities are permitted outdoors with the following restrictions: No more than four people practice or play together. Contact is prohibited and two meters should be kept between individuals. The use of common equipment should be kept to a minimum; but otherwise it should be disinfected between uses.

This also applies to the various operations of workplaces; institutions; clubs; restaurants; cafés; fitness centres; public swimming pools; museums; stores and other public venues where more than 100 people gather.
Note the ban is on gatherings of 20 people or more. This also applies to public places such as swimming pools; gyms; pubs and museums which should remain closed for the duration of the ban. Further; people must ensure that they keep a distance of at least 2 metres between individiuals.
