1. Passengers are not allowed to enter. This does not apply to: - nationals of Portugal and their family members; - residents of Portugal; - nationals of Austria, Belgium,
Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg,
Malta, Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland, and their family members; - passengers with a long term visa issued by Portugal; -
passengers arriving from Argentina, Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Canada, Chile, China (People's Rep.), Chinese Taipei, Colombia, Croatia, Cyprus,
Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong (SAR China), Hungary, Iceland, Indonesia, Ireland (Rep.), Italy, Korea (Rep.), Kuwait, Latvia, Liechtenstein,
Lithuania, Luxembourg, Macao (SAR China), Malta, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Qatar, Romania, Rwanda, Saudi Arabia, Slovakia, Slovenia, Spain, Sweden,
Switzerland, USA, United Arab Emirates, United Kingdom or Uruguay; - passengers with a residence permit issued by Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark,
Estonia, Finland, France, Germany, Greece, Hungary, Ireland (Rep.), Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain
or Sweden, returning via Portugal to their country of residence; - passengers with a long term visa issued by Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark,
Estonia, Finland, France, Germany, Greece, Hungary, Ireland (Rep.), Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain
or Sweden, returning via Portugal to their country of residence; - passengers with an EU Digital Covid Certificate (EU DCC); or - passengers with a COVID-19 vaccination certificate
showing that they were fully vaccinated at least 14 days before arrival and issued in Argentina, Australia, Bahrain, Canada, Chile, China (People's Rep.), Chinese Taipei, Colombia,
Hong Kong (SAR China), Jordan, Korea (Rep.), Kuwait, Macao (SAR China), New Zealand, Peru, Qatar, Rwanda, Saudi Arabia, Singapore, Ukraine, United Arab Emirates or Uruguay.
Vaccines accepted are: AstraZeneca (Vaxzevria), Janssen, Moderna (Spikevax) and Pfizer-BioNTech (Comirnaty); - passengers with a positive COVID-19 test result and a recovery
certificate.
2. Passengers must complete an electronic "Passenger Locator Card (PLCe)" and present it upon boarding. The form can be found at
https://portugalcleanandsafe.pt/en/passenger-locator-card - This does not apply to passengers traveling on a direct flight to Azores or Madeira.
3. Passengers traveling to Azores must: - complete a "Health Form upon arrival at the Azores" and a "Draft statement for inter-island travel" upon arrival; or - submit a
"Questionnaire for Risk Assessment and Early Detection" before departure at https://mysafeazores.com/
4. Passengers traveling to Madeira must complete an epidemiological survey before departure at https://madeirasafe.com . This will generate a QR code which must be presented upon
arrival.
5. Flights from Botswana, Eswatini, Lesotho, Namibia, Mozambique, South Africa and Zimbabwe are suspended.
6. Passengers who have been in Botswana, Eswatini, Lesotho, Namibia, Mozambique, South Africa and Zimbabwe in the past 14 days are subject to COVID-19 test upon arrival and
quarantine.
7. Passengers entering or transiting through Portugal must have: - a negative COVID-19 rapid antigen test taken at most 48 hours before departure from the first embarkation point;
or - a negative COVID-19 NAAT, PCR or RT-PCR test taken at most 72 hours before departure from the first embarkation point; or - an EU Digital Covid Certificate (EU DCC) as proof
of recovery; or - a COVID-19 recovery certificate issued by Albania, Andorra, Armenia, El Salvador, Faroe Islands, Georgia, Israel, Iceland, Liechtenstein, Moldova, Monaco,
Morocco, New Zealand, North Macedonia, Norway, Panama, San Marino, Serbia, Singapore, Switzerland, Togo, Turkey, Ukraine, United Kingdom or Vatican City (Holy See). This does not
apply to: - passengers younger than 12 years; - passengers traveling on a direct flight to Azores or Madeira.
8. Passengers traveling on a direct flight to Azores are subject to a COVID-19 test upon arrival. - This does not apply to: - passengers who are 12 years or younger; or -
passengers with a negative COVID-19 rapid antigen test result issued at most 48 hours before departure; or - passengers with a negative COVID-19 RT-PCR test based on nasopharyngeal
or oropharyngeal swab and taken at most 72 hours before departure; or - passengers with a COVID-19 recovery certificate issued at most 180 days before arrival; or - passengers with
an EU Digital Covid Certificate (EU DCC); or - passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 days before arrival and issued
in Albania, Andorra, Canada, Faroe Isl., Israel, Monaco, Morocco, North Macedonia (Rep.), Panama, San Marino, Switzerland, Turkey, Ukraine or Vatican City (Holy See). Vaccines
accepted are: AstraZeneca (Vaxzevria), Janssen, Moderna (Spikevax) and Pfizer-BioNTech (Comirnaty); - passengers with a positive COVID-19 test result and a recovery certificate.
9. Passengers traveling on a direct flight to Madeira without a negative COVID-19 RT-PCR test taken at most 72 hours before departure are subject to a COVID-19 rapid antigen test
upon arrival or quarantine for 10 days. This does not apply to: - passengers younger than 12 years; - passengers with a COVID-19 recovery certificate issued at most 90 days before
arrival; - passengers with an EU Digital Covid Certificate (EU DCC); or - passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14
days before arrival. Vaccines accepted are: AstraZeneca (Vaxzevria), Janssen, Moderna (Spikevax), Pfizer-BioNTech (Comirnaty), Sinopharm, Sinovac and Sputnik V; - passengers with a
COVID-19 vaccination certificate showing that they received the first vaccine dose of AstraZeneca (Vaxzevria), Moderna (Spikevax), Pfizer-BioNTech (Comirnaty), Sinopharm, Sinovac
or Sputnik V at least 14 days before arrival. They must have a positive COVID-19 test taken more than 90 days before arrival or taken after receiving the first dose.
10. Passengers are subject to medical screening.
11. National ID cards issued to nationals of Portugal which have expired on 24 February 2020 or later are considered valid until 31 December 2021.
12. Residence permits issued by Portugal which have expired on 24 February 2020 or later are considered valid until 31 December 2021.
