15/05/2021 as per HG 29 from 14/05; the use of masks in open spaces is not mandatory anymore; but only in public transport stations; markets; demonstration or concert areas (during the events); as well as in any area that can potentially become crowded. The measure is maintained according to HG 38 from 9/06. ; 30/09/2021 In places where the 14-day cumulative incidence is >6/1;000 ppl. face masks are mandatory in all closed and open public spaces.

All public and private shops and service providers in closed/open spaces will operate between 05:00 and 21:00. Between 21:00- 05:00 they can operate by home delivery. All public and private shops and service providers in closed/open spaces will operate between 05:00 and 18:00 only (exceptions: home delivery services; pharmacies; gas stations) for all localities where the incidence rate for 14 days is higher than 4/1000 inhabitants but lower than 7;5/1000 inhabitants; on Friday; Saturday and Sunday. The measure is removed if the incidence rate is lower or equal with 3;5/ 1000 inhabitants. If the incidence rate is higher than 7;5/ 1000 the shops will operate between 05:00 and 21:00 only for the whole week. If the incidence rate is below 7;5/1000; the measure is removed. As per HG 29 from 14/05/2021; all restrictions regarding opening hours are removed; for all shops public/ private; open/close spaces.

25/03/2020 People older than 65 required to stay at home all day except between 07:00 - 11:00 when they can go out for selected; restricted activities. ; Military Ordinance no.10/27.04.2020: People over 65 are allowed to leave home between 07:00 - 11:00 and 19:00-22:00 for activities restricted to shopping; caring for a minor or elder; household/gardening activities and individual walks. *exception medical assistance; professional activities. Commercial operators selling food or other essential products will ensure priority access of elderly people (> 65) during 07:00-11:00 and 19:00-22:00.

Mandatory use of masks in outdoor public spaces in districts with high number of cases. Every district decides based on local epidemiology. Date of implementation can vary. Update 13/08/2020: the use of masks becomes compulsory in open spaces (markets; fairs; bus stations; exterior of touristic places) for people older than 5 years; for certain parts of the day; as decided jointly by district emergency and health authorities. Update 19/10/2020: wearing masks is reinforced for open spaces for people older than 5 years; including places where public celebrations take place; pilgrimages; close to schools for up to 50 m for counties/ localities where 14 days incidence rate is equal or smaller 3/1000 inhabitants. Where incidence rate is higher than 3/1000 the mask is compulsory in all open public spaces. Update 26/10/2020: in localities and counties where mask use is mandatory in all public spaces it can be removed for a short time when smoking; eating; drinking outside a terrace; for individual sport activity or similar; only if the person is outside pedestrian zones and with minimum 2m distance between people. Update 02/11/2020: value is reduced from 3/1000 inhabitants to 1;5/1000 inhabitants (to be applicable for all localities from one county where the incidence rate at the county level is above 1;5/ 1000; and if equal or below 1;5; the measure will be applied only in those localities where the incidence rate is above 1;5/ 1000. UPDATE HG 58/10.12.2020 - state of alert extended with 30 days; mask use mandatory in public spaces; workplace; commercial spaces; public transport for people >5 years old.

Outdoor events of >500 people are not allowed. ; 15/07/2020: the organization and conduct of drive-in shows are permitted only if the occupants of a motor vehicle are members of the same family and the organization and outdoor performance of shows; concerts; public and private festivals or other cultural events are allowed only with the participation of up to 500 spectators with seats; located at a distance of at least 2 meters from each other; as well as wearing a protective mask. Private outdoor events with over 100 people are also banned. ; 15/07/2020: this measure is extended for another 30 days.

As from 15 May 2021; per HG 29 from 14/05/2021; if the vaccination target for the month is reached; cultural activities and shows can be organised in open space with up to 500 participants; ensuring 2 square meters/ person and respecting hygiene rules; if the cumulative incidence rate at 14 days for that county is lower or equal with 3;5/ 1000 inhabitants. Sport competitions in open spaces are allowed with audience occupancy of max 25% from the total capacity of the venue. As per HG 38 from 9/06 the decision is maintained. Participation to this activity is only allowed for those that are fully vaccinated with 10d after complete vaccination scheme; those with negative PCR not older than 72h; or antigen negative certificate not older than 24h; and for those that are within 15 to 90 days after being confirmed with positive SARS-CoV-2 with proven certificate.

As the 14d incidence rate is higher than 3/1000 inhabitants; the mask is compulsory in Bucharest in all open public for all starting with 5y old. Update 2/11: the measure will be extended for14 days given that the incidence rate has not decreased under 3/1000. HG 967/2020 use of masks is mandatory in Romania in public spaces; commercial spaces; public transport; work places. Starting 14/11 mask use is mandatory in all public spaces in Romania.
