Complete vaccination scheme will allow attendance in some close/open settings (e.g. private events; gyms; restaurants; some hotels; workplaces with up to 5 ppl; playgrounds; sport events; shows; conferences) to either be increased to full capacity of the venue; or would allow some increased attendance; or in limited capacity only for those that are fully vaccinated (e.g. bars/ clubs; discos). The HG 38 from 9/06 is reinforcing exceptions for people with complete vaccination to participate in different settings (sport competitions in close/open spaces; participation in UEFA games; shows; concerts; festivities; private events; conferences; inside restaurants; clubs/ discos; gyms; inside playgrounds).; 09/03/2022 All restrictions are lifted.;

Some events (cultural; artistic and entertainment; end of school year festivities; sport competitions) or settings (playgrounds) can be accessed by those people that are within 15 to 90 days after being confirmed with positive SARS-CoV-2 with proven certificate (positive PCR at the date when was diagnosed with SARS-CoV-2 infection; hospital discharge ticket; or positive anti-bodies test done with max 14 days before the activity. A negative PCR test not older than 72h; or antigen negative certificate not older than 24h will allow attendance of participants in some close/open settings (e.g. sport competitions; festivities; cultural; artistic and entertainment activities). As per HG 28 from 14/05/2021; a negative PCR testing is not mandatory anymore at the entry in the country regardless if coming from a country that is on the green; yellow or red zone; however travellers coming from the yellow zone countries do not need to go into 14day quarantine if they have a negative PCR test done with maximum 72h before onboarding (public transport) or entering the country (by using own mean of transport). See art 4; w.; 23/12/2021 Between 10.12.2021 at 00:00 - 08.01.2022 at 24:00; drivers of vehicles with more than 9 seats; including the driver's seat; who are transporting persons; must have a negative RT-PCR test for SARS infection CoV-2 carried out no more than 48 hours before entering the national territory and the movement is carried out only for professional purposes.; 09/03/2022 All restrictions are lifted.;

Exception from the 14-days quarantine for travellers coming from the yellow zone countries for all those that have been a confirmed positive case of SARS-CoV2 in the last 90 days prior entering Romania proved through a medical certificate or through verification of the Coronaforms database and for which has passed at least 14 days from the date they have been positively confirmed until entering the country. Update Decision 9 from 11/02- the measure is reinforced for the travellers coming from the yellow zone countries (except UK); with specific mention of which kind of medical certificates can be used for the proof: positive RT-PCR test at the time when the person was diagnosed; hospital discharge certificate or IgG antibodies test performed with maximum 14 days before entering the country. Update: this exemption is not anymore mentioned with the updated list of countries for each the 14d quarantine measure is applied (see Decision 28 from 14/05/2021).
