Entry restrictions

  • Passengers are not permitted to enter the Russian Federation. This includes passengers who hold a valid visa issued by Russia not mentioned below.
  • This does not apply to the following passengers:
    • Nationals or permanent residents of the Russian Federation;

    • Family members (limited to official spouse, parent/guardians, children, trustees) of Russian nationals with proof of the relationship (certificate of marriage, birth or custody);

    • Employees of diplomatic missions, consular institutions or international organizations, and their family members;

    • Crew of air, sea or river vessels, provided they are holding the original copy of document proof (seaman book, employment contract and crew list);

    • Passengers holding proof they are entering to visit sick close relatives (spouse, parent/guardians, children, trustees);

    • Persons entering for treatment, provided they are registered by the inviting medical establishment into the Public State and Municipal Services Portal. A snapshot of the portal page (with the passenger’s name and entry period) is required as proof of their entry eligibility (instead of the medical documents or invitation);

    • Passengers travelling on a visa due to the death of a close relative (spouse, parent/guardians, children, trustees) as well as ordinary private visas issued by the Russian Foreign Ministry (МИД);

    • Passengers holding a valid Highly Qualified Specialist visa (type 006) provided holding an entry approval issued by the Unified Portal of State and Municipal Services, a work permit and a labour contract. This includes family members of the visa holder provided also holding an entry approval;

    • Foreign nationals who are included in the following list sent to the Russian Federal Security Service (FSB) and the Russian Interior Ministry by the federal executive authority and transmitted to Border Service to control the entry permission:
      • Passengers who enter the Russian Federation once, and who are employed as highly qualified professionals, as well as family members of these persons (spouses, parents, children);

      • Essential workers with approval;
      • Persons employed as highly qualified sports professionals or participating in sporting events in the Russian Federation (list sent by the Russian Ministry of Sport to the Russian Federal Security Service, the Russian Interior Ministry and Rosaviation);
      • Persons entering for treatment, provided they are registered by the inviting medical establishment into the Public State and Municipal Services Portal. A snapshot of the portal page (with the passenger’s name and entry period) is required as proof of their entry eligibility (instead of the medical documents or invitation);

    • Passengers who are nationals or residents of the following countries with which Russia has opened regular air traffic, provided they are coming on a direct flight only from any of these countries: Albania, Andorra, Argentina, Armenia, Austria, Azerbaijan, Bahamas, Bahrain, Bangladesh, Belarus, Belgium, Brazil, Bulgaria, China, Colombia, Costa Rica, Croatia, Cuba, Cyprus, Czechia, Denmark, Djibouti, Dominican Republic, Egypt, Ethiopia, Finland, Germany, Greece, Hungary, Iceland, India, Iran, Iraq, Ireland, Italy, Japan, Jordan, Kazakhstan, Kenya, Korea (South), Kuwait, Kyrgyzstan, Lebanon, Liechtenstein, Luxembourg, Maldives, Malta, Mauritius, Mexico, Moldova, Mongolia, Morocco, New Zealand, North Macedonia, Oman, Peru, Portugal, Qatar, Saudi Arabia, Serbia, Seychelles, Singapore, Slovakia, Slovenia, South Africa, Spain, Sri Lanka, Syria, Sweden, Switzerland, Tajikistan, Tanzania, Thailand, Tunisia, Turkey, the United Arab Emirates, the United Kingdom, the United States, Uzbekistan, Venezuela, or Vietnam

      • Passengers are not permitted to transit any other country on their journey to Russia, passengers may only enter Russia via direct flights.
    • Passengers starting their journey in or transiting through France or the Netherlands before travelling to Russia.

Form requirements

  • Passengers must complete a Border Crossing Application Form on their flight to the Russian Federation.
  • Nationals of Russia must register online prior to travel or complete the Health Application form during their flight to Russia.
    • This does not apply to passengers travelling from Belarus.

Test requirements

  • Foreign non-resident passengers must hold a negative PCR test certificate obtained within 2 days prior to arrival. The certificate must be in English or Russian, or if it is in another language then it must be accompanied by a translation certified by the Russian consulate.
    • This also applies to passengers in transit through Russia.
    • This does not apply to passengers travelling from Belarus.

  • Passengers travelling from Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan Moldova, Tajikistan, Uzbekistan and Turkmenistan must upload their negative PCR test on the 'Travelling Without Covid-19' application.
    • This does not apply to passengers transiting or on a short stay in Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan and Uzbekistan provided they are able to provide a PCR test conducted in those countries no more than 48 hours prior to arrival in Russia, and hold their tickets and boarding passes for their entire travel itinerary to Russia.

    • This also does not apply to the following Turkmenistan nationals:
      • Members of official delegations, holders of diplomatic and service passports;
      • Participant of a state program on rendering assistance for voluntary migration;
      • Passengers receiving permission to migrate to Russia;
      • Russian family members;
      • Travelling for medical treatment; or
      • Travelling for education.

Quarantine and testing on arrival

  • Unvaccinated passengers: Russian nationals must take a PCR test no later than 3 days after arrival in Russia and provide their PCR test results online. Passengers will also be required to self-isolate until they receive the test results.
  • Vaccinated passengers: Test is not required for Russian nationals who hold proof that they were vaccinated against Covid-19 in the past 12 months.
  • Other exempt passengers: Russian nationals who hold proof that they have recovered from Covid-19 in the past 6 months.
