Entry restrictions

  • Passengers who have been in Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, or Zimbabwe for more than 7 days in the past 14 days are not permitted to enter Ukraine.
  • This does not apply to the following passengers:
    • Nationals and residents of Ukraine and their family members;
    • Employees of foreign diplomatic missions and consular posts, missions of international organizations accredited in Ukraine, and their family members of their families; and
    • Passengers authorized by the Ministry of Foreign Affairs.

Vaccination requirements

  • Passengers aged 12 years and older are advised to hold a certificate confirming they have been fully vaccinated against Covid-19 with a World Health Organization approved or emergency vaccine. Certificates issued by European Union member states and equivalent EU Digital Covid Certificates (EUDCC) are accepted.

Test requirements

  • Unvaccinated passengers: Passengers aged 12 years and older must either hold a negative PCR or rapid antigen test (RAT) result obtained within 72 hours prior to arrival. Passengers aged 18 or older must download the 'Vdoma' application onto their mobile phone. The application will be deactivated when the passenger receives permission to end quarantine.
  • Vaccinated passengers: Test or downloading the application are not required for passengers who hold a document/vaccine certificate confirming vaccination against Covid-19 with one or more doses of a WHO approved vaccine.
  • Other exempt passengers:
    • Passengers who hold a Covid-19 recovery certificate;
    • Passengers in transit who will leave Ukraine within 48 hours of arrival;
    • Passengers holding a permanent residence permit issued by Ukraine;
    • Employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, including their family members;
    • Crew members;
    • Refugees; or
    • Military personnel of the armed forces of the NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the armed forces.

Insurance requirements

  • Passengers must hold an insurance policy certificate issued by an insurance company registered in Ukraine that covers costs related to the treatment of Covid-19, observation, and is valid for the entire period of stay.
  • This does not apply to the following passengers:
    • Nationals and residents of Ukraine;
    • Passengers in transit who will leave Ukraine within 48 hours of arrival;
    • Passengers holding a permanent residence permit issued by Ukraine;
    • Employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, including their family members;
    • Crew members;
    • Refugees;
    • Military personnel of the armed forces of the NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the armed forces.

Quarantine and testing on arrival

  • Unvaccinated passengers: 10 days on arrival for passengers aged 12 years and older. Passengers may end their quarantine early if they submit a negative PCR or antigen test result taken within 72 hours after arrival in Ukraine.
  • Vaccinated passengers: Quarantine is not required for passengers who are fully vaccinated against Covid-19.
  • Other exempt passengers: Passengers who will leave Ukraine within 48 hours of arrival will not be required to quarantine.
  • Passengers aged 12 years and older who have been in Russia for 7 days or more in the past 14 days must meet the following requirements:
    • Unvaccinated passengers: Passengers must quarantine for 14 days on arrival.
    • Vaccinated passengers: Quarantine is not required for passengers who are fully vaccinated against Covid-19.
  • Passengers must quarantine for 14 days on arrival if they have been in Botswana, Eswatini, Lesotho, Mozambique, Namibia, South Africa, or Zimbabwe for 7 days or more in the past 14 days.
