Vaccination requirements

  • Definition of fully vaccinated: Vaccination is not required for travel but if you are fully vaccinated you may face less travel restrictions.
  • Passengers are considered fully vaccinated against Covid-19 if they hold a certificate confirming they have been fully vaccinated against Covid-19 with a World Health Organization approved or emergency vaccine. Certificates issued by European Union member states and equivalent EU Digital Covid Certificates (EUDCC) are accepted.

Test requirements

  • Unvaccinated passengers: Passengers aged 12 years and older must either hold a negative PCR or rapid antigen test (RAT) result obtained within 72 hours prior to arrival.
  • Vaccinated passengers: Test is not required for passengers who are fully vaccinated against Covid-19.
  • Other exempt passengers: 
    • Nationals of Ukraine;
    • Passengers who hold proof that they have recovered from Covid-19 within 180 days prior to arrival;
    • Employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, including their family members;
    • Crew members;
    • Refugees; or
    • Military personnel of the armed forces of the NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the armed forces.

Insurance requirements

  • Passengers must hold a health insurance policy that covers the costs of Covid-19 treatment.
    • This does not apply to nationals and residents of Ukraine.

Form requirements

  • Unvaccinated passengers: Passengers aged 12 or older must download the 'Vdoma' application onto their mobile phone. The application will be deactivated when the passenger receives permission to end quarantine.
  • Vaccinated passengers: Application is not required for passengers who are fully vaccinated against Covid-19.
  • Other exempt passengers: Passengers in transit who will leave Ukraine within 48 hours of arrival, provided they hold proof of departure.

Quarantine and testing on arrival

  • Unvaccinated passengers: Passengers aged 18 years and older must quarantine for 10 days on arrival. Passengers may end their quarantine early if they submit a negative PCR or antigen test result taken within 72 hours after arrival in Ukraine.
  • Vaccinated passengers: Quarantine is not required for passengers who are fully vaccinated against Covid-19.
  • Other exempt passengers: Passengers who will leave Ukraine within 72 hours of arrival will not be required to quarantine.
