People who return from affected areas are advised to minimise social contact; to remain aware of the symptoms of the infection and to measure body temperature twice a day and record the values; and if symptoms develop within 14 days of travel; to call to the national health hotline; reporting their travel history to the health professional; and to follow given instuctions; and not to go directly to health services.

The management of a suspect case on board of an incoming aircraft/ship follows defined procedures that include airlines/ship operators; crew members; captain; destination airport/port; Health Authority; etc. Guidance on procedures has been published for preparedness and response to cases of COVID-19 aboard conveyances; 01/02/2020: At airports and on board aircrafts; 26/02/2020: At ports and on board ships. Efforts should be made to minimize contact between passengers and personnel with the suspect case; who should be separated from others (2 meters) and use a medical mask. Procedure to collect data on board from close contacts using Public Health Passenger Locator Forms; for future contact tracing if needed; has been put in place. For aircrafts; the captain shall complete and deliver the Health Part of the Aircraft General Declaration to the competent authority; whereas for ships the Maritime Declaration of Health must be electronically submitted as usual by all arriving ships; 17/02/2022; End of confinement of risky contacts.

Order No. 11790-A / 2020: mobilization of teachers not performing teaching to perform epidemiological surveys; tracking of contacts of patients with COVID-19 and follow up of people under active surveillance. Measure aiming at strengthening the screening capacity of the authorities and public health services. The decree provides that those who are not health professionals; as long as the confidentiality of the treated information is guaranteed; can carry on the epidemiological tasks mentioned above. Art. 9 of the decree 9/2020: the armed Forces participate in epidemiological surveys and tracking of patient contacts.

Travellers returning from EU/EEA countries that have a 14-day incidence rate above 500/100.000 (according to ECDC data) must be in quarantine for 14 days (at home or other place indicated by national authorities); except in case that their stay in Portugal does not exceed 48 hours. Boarding is only allowed if there is a negative PCR test done up to 72 hours before. ### Update 1 May 2021: Land borders reopened; travellers must follow the same rules for quarantine upon arrival to Portugal.

Travellers from high-risk countries (with an incidence rate of 500 cases or more per 100,000 inhabitants in the last 14 days) must complete a 14-day isolation period after entry to mainland Portugal. Isolation should take place either at home or at a place indicated by the health authorities. Moreover, passengers on commercial flights from South Africa and Brazil must present proof of a negative RT-PCR test result, carried out within 72 hours prior to departure, and will have to comply with a 14-day quarantine period at home or at a place indicated by the health authorities.
