Entry restrictions

  • Unvaccinated passengers: Passengers are not permitted to travel to Finland. 
  • Vaccinated passengers: This does not apply to passengers who hold a Covid-19 vaccination certificate showing that they have received the second dose of a 2-dose vaccine or one dose of a 1-dose vaccine at least 7 days prior to travel. If more than 9 months have passed since the last dose, a booster dose is required to extend the certificate validity for an indefinite period.
  • Other exempt passengers: 
    • Nationals of Finland and their family members;
    • Residents of Finland;
    • Passengers travelling from a Schengen Area member state, European Union member state, or green country/region.  

    • Nationals of a European Union or Schengen Area member state, or the United Kingdom, including their family members, provided they are residing in Finland, or they are returning to or travelling through other EU or Schengen Area member states; Residents of an EU or Schengen Area member state, provided they are returning to or travelling through other EU or Schengen Area member states;
    • Passengers with proof they are travelling for work;
    • Passengers moving to Finland for work, including their family members;
    • Health care, emergency medical care and rescue service personnel, including professionals who take care of the elderly in their duties;
    • Freight transport and logistics personnel;
    • Diplomats, staff of international organisations, and representatives of states participating in international negotiations;
    • Military personnel and staff of humanitarian aid organisations in their duties;
    • Passengers travelling to study or undergo training related to their studies in Finland;
    • Passengers travelling to Finland for family matters (the birth of one's own child, a serious illness of a close relative, one's own wedding or to visit a girlfriend/boyfriend), or to meet relatives who are legally residing in Finland. Relatives include parents, siblings and cousins;
    • Passengers travelling for humanitarian reasons;
    • Passengers travelling for necessary and justified reasons, such as scheduled air services at airports, representatives of foreign media, property in Finland, property arrangement in Finland, and for the Sámi livelihood and culture;
    • Passengers travelling for volunteer purposes;
    • Special groups, such as representatives of culture, sports and business;
    • Passengers who have had Covid-19 and have received at least one vaccine dose and at least 1 week has passed since the vaccine dose prior to arrival;
    • Passengers who hold an EU Digital Covid Certificate (EUDCC) stating they have recovered from Covid-19 within the past 6 months.

Vaccination requirements

  • Passengers aged 16 years and older must hold a Covid-19 vaccination certificate confirming the following:
  • A full series vaccination is valid for 9 months, and a booster is required thereafter to extend the vaccination validity.
  • This does not apply to the following passengers: 
    • Passengers travelling from a Schengen Area member state, European Union member state, or green country/region;

    • Nationals or permanent residents of Finland returning to Finland;
    • Passengers in transit;
    • Passengers who hold a negative Covid-19 test result obtained within 72 hours prior to arrival;
    • Passengers who hold a recovery certificate that proves that they have recovered from Covid-19 within the last 6 months;
    • Passengers travelling for essential work that is important for the functioning of society or for security of supply, that must be performed by persons arriving from another country and that must be carried out without delay, provided holding a form from their employer;
    • Health care, emergency medical care and rescue service personnel, including professionals who take care of the elderly in their duties;
    • Freight transport and logistics personnel;
    • Diplomats, staff of international organisations, and representatives of states participating in international negotiations;
    • Military personnel and staff of humanitarian aid organisations in their duties;
    • Passengers travelling to Finland for pressing family matters (the birth of one's own child, a serious illness of a close relative, one's own wedding or to visit a girlfriend/boyfriend) or to meet close relatives (not including siblings or cousins);
    • Representatives of foreign media;
    • Special groups;
    • Passengers travelling for economic and cultural activities based on the rights of the Sámi people;
    • Passengers residing in the border communities at Finland's land border with Sweden and Norway or passengers travelling between Norrtälje municipality and Åland may also hold a negative Covid-19 test result obtained within 7 days prior to arrival, or a Covid-19 certificate of vaccination or recovery issued less than six months prior to arrival;
    • Passengers who hold proof that they cannot receive the Covid-19 vaccine for medical reasons, provide they hold a negative Covid-19 test result obtained within 48 hours prior to arrival. This does not apply to passengers travelling from third countries.
  • All certificates must be issued in English, Finnish, or Swedish.

Form requirements

  • Passengers are advised to use FINEntry prior to travel.
    • This does not apply to passengers in transit who will not leave Helsinki Airport.

Test requirements

  • Passengers must take a Covid-19 test on arrival and a second test between day 3 and day 5 after arrival.
  • This does not apply to passengers who hold a certificate confirming the following:
  • This also does not apply to the following passengers:
    • Nationals and residents of Finland;
    • Passengers travelling from a Schengen Area member state, European Union member state, or green country/region.  

Transit restrictions

  • Passengers are not permitted to transit Finland except through Helsinki-Vantaa airport (HEL) and only when passengers have ensured they have a means to get to their final destination.
  • This does not apply to the following passengers:
    • Residents of Finland and their families;
    • Passengers who are essential personnel, staff of international organisations;
    • Passengers travelling for emergency family situations;
    • Passengers travelling for humanitarian reasons.

Green countries/regions

  • Bahrain, Colombia, Chile, Hongkong, Indonesia, Korea (South), Kuwait, Macao, New Zealand, Peru, Qatar, Rwanda, Saudi Arabia, Taiwan, United Arab Emirates and Uruguay.
