Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia,
Slovenia, Spain, Sweden and Switzerland residing in Finland, and their family members if they are also residing in Finland; - British nationals and their family members residing in
Finland; - nationals and residents of Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.),
Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland and
their family members, returning to their country of residence via Finland; - passengers arriving from Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark,
Estonia, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal,
Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland or Vatican City (Holy See); - residents of Argentina, Australia, Bahrain, Canada, Chile, Chinese Taipei,
Colombia, Hong Kong (SAR China), Indonesia, Korea (Rep.), Kuwait, Macao (SAR China), Namibia, New Zealand, Peru, Qatar, Rwanda, Saudi Arabia, United Arab Emirates and Uruguay, if
arriving on a direct flight from Argentina, Australia, Bahrain, Canada, Chile, Chinese Taipei, Colombia, Hong Kong (SAR China), Indonesia, Korea (Rep.), Kuwait, Macao (SAR China),
Namibia, New Zealand, Peru, Qatar, Rwanda, Saudi Arabia, United Arab Emirates or Uruguay; - passengers with a COVID-19 vaccination certificate showing that they were fully
vaccinated at least 7 days before arrival, and their accompanying minors. They must not be arriving from Botswana, Eswatini, Lesotho, Mozambique, Namibia, South Africa or Zimbabwe.
Vaccines accepted are: AstraZeneca (Vaxzevria), Covaxin, Covishield, Janssen, Moderna (Spikevax), Pfizer-BioNTech (Comirnaty), Sinopharm or Sinovac; - nationals and residents of
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania,
Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland with a COVID-19 recovery certificate issued at most 6 months
before arrival; - military personnel; - more exemptions can be found at https://raja.fi/en/guidelines-for-border-traffic-during-pandemic
2. Passengers must have: - a negative COVID-19 antigen or PCR test result issued at most 48 hours before arrival. The test result must be in English; and - a COVID-19 vaccination
certificate showing that they were fully vaccinated at least 7 days before arrival. Vaccines accepted are: AstraZeneca (Vaxzevria), Covaxin, Covishield, Janssen, Moderna
(Spikevax), Pfizer-BioNTech (Comirnaty), Sinopharm or Sinovac; or - a COVID-19 recovery certificate. The passenger must have tested positive at least 2 weeks and at most 6 months
before arrival. - This does not apply to: - nationals and residents of Finland; - passengers younger than 16 years; - passengers arriving from Austria, Belgium, Czechia, Denmark,
Estonia, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain,
Sweden and Switzerland.
