If a person with a vaccination or disease certificate enters by personal vehicle and the COVID-19 test has not been performed before entering Latvia; the COVID-19 test must be performed immediately after entering the Republic of Latvia; but not later than within 24 hours. The requirement to perform the test does not apply to children under the age of 12 years; persons in transit through the Republic of Latvia; employees of the transport and passenger transport service provider and members of the crew of passengers; cargo or technical flights; etc. in cases stipulated by the Cabinet of Ministers September.; 12/01/2022 From 12 January 2022; individuals who have been fully vaccinated or recovered from COVID-19 are not obligated to provide a negative PCR or rapid test for their entrance in Latvia; except those arriving from high-risk countries. ;01/04/2022 The requirement to present a vaccination or disease certificate or a negative COVID-19 test certificate for entry into Latvia has been abolished. This requirement will henceforth only apply to migrants from high-risk countries. however; since February 2022 there have not been any high risk countries.

Stay at home order (curfew) is introduced for weekends from 22:00 to 05:00 ( at night from Friday to Saturday and from Saturday to Sunday.) During this time; people can only be out of the house for urgent needs; such as going to work or a medical institution. It is mandatory to fill in the self-declaration; indicating your personal data and the reason for the movement. You must have a passport or ID card with you.

As of 11 August, At least the following precautionary measures shall be taken to ensure distancing: 6.1. two-metre physical distance shall be maintained at sites where it is possible; 6.2. without complying with the requirement referred to in Sub-paragraph 6.1 of this Regulation, the people may gather at the same time in indoor public spaces and public outdoor spaces as follows: 6.2.1. not more than two persons; 6.2.2. persons living in one household; 6.2.3. a parent and his or her minor children if they do not live in one household; 6.2.4. persons who cannot comply with the abovementioned requirements due to work or service duties; 6.2.5. athletes, sports specialists, and sports employees serving athletes during sports trainings (sessions) and sporting events. As of 25 May, on public transport Nose and mouth coverings must be used (a self-made or purchased mask, scarf, shawl, and other solutions are accepted). On 7 May, The Ministry of Transport will have to prepare measures approved by the Minister of Transport to ensure the epidemiologically safe use of public transport, including providing for an obligation to wear a mouth and nose mask while on public transport. If it is possible to ensure a distance of two meters and other safety rules set by epidemiologists, indoor and outdoor gatherings of up to 25 persons will be allowed for public and private events, as well as meetings, processions, and pickets. In addition, organized religious activities will also be allowed. In private events at home, the area of the apartment should be taken into account in order not to exceed the proper number of persons, corresponding with the instructions of epidemiologists. On 25/03/2020 more restrictive rules have been introduced: During an emergency situation, any private arrangements are prohibited, other than the holding of funeral ceremonies outdoors, provided that the distance of two metres between persons and other epidemiological safety measures are respected. The working hours of cultural, entertainment, outdoor sports and other recreational areas has been reduced from 8.00 to 22.00. As hitherto, any public events, as well as meetings, processions and pickets are banned. Indoor sports activities and religious activities to be carried out when meeting are also prohibited. From previous regulations: quarantine in case of suspect of Covid19. Persons and contact persons who have returned from the COVID -19 affected country or territory shall take special precaution measures, including: Self-isolation shall be performed in the place of residence (home quarantine) and communication and cooperation with the family doctor and other medical practitioners shall be available.

As of 10 July, International carriage of passengers via airports, ports, by buses and railway transport shall not be performed from and to the countries published on the website of the Centre for Disease Prevention and Control (hereinafter - the Centre) in which such spread of COVID-19 infection has been registered which may cause a serious threat to the public health As of 15 May: - When returning from Lithuania or Estonia, 14 day self-isolation is not obligatory - Tourism trips can be organised in the territories of Latvia, Lithuania, and Estonia from 15 May As 7 May, After 12 May it is permitted to organize tourism services for travelling only in Latvia, Lithuania, and Estonia. 14 days of self-isolation at the place of residence will apply neither to citizens and permanent residents of Latvia, nor to foreigners who have not visited countries other than Latvia, Lithuania, or Estonia during the last 14 days. Before, Business trips and missions to the countries and territories affected by Covid-19, which require special precautions after returning, shall be cancelled, postponed and not planned, as far as possible

From 12 May it is permitted to organise tourism services for travelling only in Latvia; Lithuania; and Estonia. 14 days of self-isolation at the place of residence will apply neither to citizens and permanent residents of Latvia; nor to foreigners who have not visited countries other than Latvia; Lithuania; or Estonia during the last 14 days. The nationals of Latvia who return to Latvia after performing their work duties in the territory of Lithuania and Estonia; and the nationals of Lithuania and Estonia who enter the territory of Latvia for performing work duties: after working hours; the abovementioned persons shall ensure self-isolation; observe their health condition (by measuring body temperature twice a day - in the morning and in the evening); and comply with the requirements referred to in Sub-paragraphs 4.12.1.3; 4.12.1.4; and 4.12.1.5 of this Order.
