The second step of the opening plan will be taken on 19 May 2021 and indoor sports locations will open. 5/06/2021: measures will be released further; including that for home visits. The new advice is: receive a maximum of 4 people per day at your home. The maximum group size outside goes to 4 people. This means that someone can be outside with 3 others. Or do an activity with 3 others. For both rules; children up to the age of 12 are not included. From 26 June 2021; there will be no more restrictions on the number of visitors that people can receive at home. The restriction on group formation will also be abolished. It is important to keep a distance of one and a half meters from visitors at home and from others outside the home.

4/11/2020: a group in a public space (indoor/outdoor) consists of a maximum of 2 people from different households. At home you can receive a maximum of 2 visitors per day.; 19/11/2020: private gatherings go back to 3 visitors per day at home and 30 people in public indoor spaces consisting of groups of 4 or 1 household. A maximum of 20 people applies for weddings from 4 till 18 November. For funerals; a maximum of 30 people applies from 9 November till 18 November.

Ask your visit if they don't have a fever or a cold. From 29 September there is a further restriction to 3 visitors.; 29/09/2020: the number of visitors at home or in the garden has been further restricted to only 3 guests (children up to 13 years old not included). Previously visitors at home or in the garden were limited to 6 people (children up to 13 years old not included). This is implemented because at the moment most infections are linked to: family gatherings; birthday parties; neighbourhood drinks and gatherings of groups of friends. Preferably go to a catering room for larger gatherings so people can keep their distance and have assigned seats.; 14/10/2020; a group in a public space (indoor/outdoor) consists of a maximum of 4 people from different households. This includes children up to and including 12 years old but excludes staff. If there is a continuous flow of people outside; such as in animal parks or markets; then there is a standard for the number of visitors per square meter. In a wider indoor space more people can be in one space; but the groups within should still be limited to 4 people (also see measures for public gatherings).; 4/11/2020: groups can only consist of 2 people (of different households).

Gatherings of more than 3 people (unless they are family living together) are forbidden; including household visits. They government calls it an 'intelligent lockdown'. The rule of three people and 1.5 meters distance can be enforced by law in public areas (shut down of public spaces or fines up to 400 euros). From 1 June; it is allowed to gather in public spaces with up to 30 people if they stay 1.5 meters from each other. The distance is still enforceable by law. From 1 June 2020; people are not enforced to stay home unless needed; but they are still asked to avoid crowds. People are allowed to do more things from 1 June 2020 and also with other people while maintaining the distance of 1.5 meters (this is still enforceable by law) if from different households. People will be allowed to gather in groups of up to 30 in public buildings like meetings; but they still need to keep 1.5 meter distance or the law enforcers can take action. Three people.

On March 2021; the weather was so nice people the parks were full of people so different cities decided to close some parks to avoid overcrowding. This included parks in Maastricht; Tilburg; Breda; Utrecht and Amsterdam. In Maastricht; the city park had to be completely evacuated by the police. Boas and police officers present in Tilburg also issued fines for gathering. It is so busy that the Spoorpark remains closed for the rest of the day. The municipality of Breda reports that there is a lot of activity in the Valkenberg. 'Do not enter the park'; it sounds on Twitter. Also in Utrecht it is too busy in many parks. For that reason; the police are calling on people to stop coming. These include the Wilhelminapark and the Griftpark. District police officers of the Utrecht-Oost police make a request to the public via Instagram to refuse a visit. From 14 October 22:00; retail stores close by 20:00 at the latest. Shopping evenings will be abolished. Food shops may remain open later. No more alcohol is allowed to be sold or delivered between 20:00 - 7:00. In the retail trade; agreements are made about strict compliance with the protocols. If it gets too busy; or if the ground rules are not followed; (part of) a location can be closed. Enforcement is being tightened up. On 27-29 November 2020 (Black Friday weekend) several cities (Rotterdam; Eindhoven; Dordrecht) closed their shopping centres early due to crowding. In other cities such as Apeldoorn; Den Haag; Leiden and Amsterdam people were requested to go home and avoid the shopping centre.

Leave for prisoners is allowed from 2 June 2020 in exceptional cases such as funerals. TBS subjects and younsters may receive one visitor for one hour per week behind plexiglass in all locations. For young people; this is a maximum of two parents / legal representatives at the same time; one hour per week. On 24 March 2020; money was made available for encouraging digital care. Everyone should be seated at set table and kept 1.5 meters apart (except people from the same household) and reservations need to be made. As of 1 July; set seatingplaces in the horeca are always mandatory. Furthermore; in indoor public places the rule is that if no reservation or health check; then a maximum of 100 people is allowed; while outdoors the maximum would be 250 people. From 10 August 2020; measures in the catering industry will be stricter again: reservation is mandatory (both indoor & outdoor); health check questions at arrival; fixed seats; request for registioation details.

Religious communities had reduced the meetings to “as small as necessary” as much as possible. From 1 June 2020; in the changing social context; cautious observance of faith is the new starting point. Meetings of a religious or philosophical nature will be possible again on 1 June; subject to conditions. From 1 June 2020; religious organizations can shape their constitutionally guaranteed freedoms to profess their beliefs in their own way and to give substance to this through religious meetings and other (religious) activities. In doing so; they take full responsibility to take measures necessary to prevent or limit new large-scale corona outbreaks.

Measures for high-risk population groups. Avoid: contact with symptomatic people; groups of people; out-of-house activities in enclosed spaces; public transport; groceries if possible; educational facilities; and kids. At the beginning of the corona outbreak; people from risk groups were advised to stay at home as much as possible and not to receive visitors. Now that the virus is better under control; that is no longer necessary. However; people from risk groups are advised to be extra careful and to follow the measures carefully. It is also important for visitors of people who belong to a risk group to follow the basic rules carefully. Additional advice: It is important for people from risk groups to avoid 'uncontrollable' situations. These are situations where it is not possible to keep a distance of 1.5 meters and where it is not checked whether people have complaints. You can avoid uncontrollable situations and limit the risk of contamination in these ways: only allow visitors without symptoms; observe 1.5 meters distance & hygiene measures; and receive visitors outside if possible. Avoid grocery locations where difficult to keep 1.5 meters distance; or if otherwise choose a quiet time. For vulnerable elderly it is better to let someone else do the shopping or have home delivery. Avoid large gatherings and avaoid public transport.

People are only allowed to enter from back entrances and keep 1.5 m distance (this distance can me enforced by law through fines). Additionally; staff should stay home if symptomatic. From 11 May 2020 when schools partially re-open; parents are asked to take their children to school or childcare on foot or by bike wherever possible. This will prevent public transport becoming crowded. From 1 June 2020; public transportation will resume the normal timetables; but the available space will be reduced to 40% of normal capacity to enable people to keep distance. Public transport is only intended for necessary trips. In the tram; (water) bus; metro and train; it is compulsory for travelers aged 13 years and older to wear a non-medical mask. This does not apply to stations; stops and platforms; there a mask is not mandatory. Everyone here keeps 1.5 meters away from others. Travelers who do not wear a face mask after 1 June can be fined € 95.
