From 26 April 2021; the aim is that classes at higher education will start again 1x per week. In the partial reopening of higher education; it must be taken into account that students must be able to keep 1.5 meters apart. Self-tests will become available to all students and staff of higher education institutions at the beginning of May. The vast majority of students and staff will be able to request the self-test via an online national portal.

From 1 March 2021; secondary schools open again partially; children are allowed to go to secondary school again at least 1 day per week. From 31 May 2021; secondary schools may reopen completely. Pupils do not have to keep their distance from each other.; but should keep their distance from the teaching staff. They can; however; test themselves at home twice a week. From Monday; June 7; all schools must be fully open. Self-tests are expected to become available for education from mid-April The self-tests are primarily used in secondary schools for risk-based testing of pupils and teaching staff; if they have been in the same room as an infected person. From 31 May; there should be enough tests for all schools. If they self-test positive; they are quarantined at home and taken to the GGD testing line. The self-test is also used preventively for educational staff. This also applies to childcare staff; if the childcare is located in the same building as the school. They can perform the test at home twice a week on their own; if they have no complaints. Self-testing is always voluntary.

Institutes of higher education were asked to provide classes online. Partial lifting 15 June 2020: exams; practical classes; and tutoring of vulnerable students will be allowed. After the summer holidays other educational activities may also take place on location. Lessons and lectures are spread over the week and day; so that students can travel to and from the institution. 1.5 meters should be kept between students and between students and teaching staff. On 6 August is was stated that introductions for educational institutions should be online as much as possible & limit physical activities; which should only be done if necessary; in small groups; a curfew of 10 PM; no alcohol consumption is allowed and approval by chairman of the safety region is needed.
