Für die Durchführung von Massenveranstaltungen im Innen- und Außenbereich werden für den Veranstalter einer Massenveranstaltung folgende Maßnahmen festgelegt: Für Massenveranstaltungen im Freien; der Veranstalter ist verpflichtet, den Raum der Massenveranstaltung zu reservieren und den Ein- und Ausgang zu kennzeichnen; darauf hinzuweisen, dass der Veranstalter den Zutritt zur Massenveranstaltung nur Personen im OP-Regime (vollständig geimpft und von COVID-19 Genesene) gestattet; Zutritt und Aufenthalt am Ort der Massenveranstaltung nur mit Masken zu gestatten; Daten der Besucher für einen Zeitraum von 2 Wochen nach der Veranstaltung aufzubewahren (danach müssen sie die Daten vernichten); die Bereiche zu desinfizieren; Spender für die alkoholische Händedesinfektion bereitzustellen; die Person ist verpflichtet, in häuslicher Isolation zu bleiben; 2-Meter-Abstände zwischen Personen sowie beim Betreten und Verlassen des Massenveranstaltungsgeländes sicherzustellen; eine ausreichende Belüftung der Räumlichkeiten zu gewährleisten und die Anzahl der aktuell an der Veranstaltung teilnehmenden Personen nachweisen zu können. Die maximale Kapazität einer Trauung oder Taufe beträgt 6 Personen. Massensportveranstaltungen sind verboten; 17.12.2021: Die maximale Kapazität einer Massenehe; Begräbnis- oder Taufzeremonie 30 Personen oder 1 Person pro 25 m2 Fläche; 01.07.2022: Zur Eheschließung; Bestattungs- oder Taufzeremonien; der Veranstalter der Dienstleistungen ist verpflichtet, die maximale Teilnehmerzahl auf 30 Personen bzw. 1 Person pro 15 m2 Fläche zu begrenzen und den Zutritt zur Dienstleistung nur Personen im OP-Modus zu ermöglichen; 19.01.2022: Hochzeiten; Begräbnis- und Taufzeremonien erlaubt mit Teilnahme ausschließlich im OTP-Regime (geimpft; getestet oder durch COVID-19 überwunden); 14.03.2022: Alle Operationen; zusätzlich zum Betrieb im Basismodus; können ohne Kapazitäts- oder Öffnungszeitenbeschränkung geöffnet werden.

Das Gesundheitsministerium veröffentlichte einen aktualisierten Pandemieplan (genehmigt am 11. August 2020), auf dessen Grundlage die Situation in die Stufen 0 bis 4 eingeteilt wird. In Stufe 3; Stufe 3: Mehr als 75 Prozent der Krankenhausbetten in den für Infektionskrankheiten ausgewiesenen Kliniken sind belegt. Wenn sich die Situation weiter verschlechtert und die Zahl der Infizierten weiter steigt. Stufe 3: Ein nationaler Notstand wird ausgerufen und Maßnahmen aus der vorherigen Stufe werden fortgesetzt. Menschen über 65 haben Zeit gespart, um Lebensmittel und Artikel in Drogerien von 9:00 bis 11:00 Uhr (Montag bis Freitag) zu kaufen; jedoch; sie können auch einen anderen Zeitpunkt wählen. 24.12.2020 - 31.12.2020: Die für Personen über 65 Jahre reservierten Stunden werden auf 9:00 bis 10:00 Uhr reduziert. Update 03.03.2021: Menschen mit Schwerbehinderung und ihre Begleitpersonen können auf Basis einer ZTP-Karte und einer Helferkarte auch in den Seniorenzeiten einkaufen.; 13.03.2022: Beschränkungen aufgehoben.

Einzelhandels- und Dienstleistungsbetriebe sind geschlossen. Ausnahmen gelten, z. B. Catering-Dienstleistungen; Lebensmittelgeschäfte; Apotheken; Geschäfte und Apotheken für medizinische Geräte und Optiker; Bestattungsdienste; Bestattungsdienste und Krematorien; etc. Bei offenem Betrieb: nur Personen mit Mund-Nasen-Schutz dürfen den Außen- und Innenbereich des Betriebs betreten und sich dort aufhalten; Abstände von mindestens 2m sollten eingehalten werden; dies gilt nicht für im gemeinsamen Haushalt lebende Personen oder Schwerbehinderte und deren Hilfspersonen; die Anzahl der Kunden im Geschäft darf einen Kunden pro 25 m2 nicht überschreiten; 26.02.2022: Der Ladenbetrieb hat keine eingeschränkten Öffnungszeiten.
